Amy Risley, Owner/Founder/President — Amy has a B.A. in English and a J.D. degree, both from the University of Kansas. She is an attorney licensed in the states of Kansas and Missouri, and worked previously as a federal government attorney in Washington, DC, handling EEO complaints at hearing before the EEOC and unfair labor practice charges before the Federal Labor Relations Authority. Amy is a published author and has trained thousands of EEO investigators, counselors, and federal managers on a wide variety of EEO issues through various seminars such as the Federal Dispute Resolution Conference, EEOC’s Excel Conference, and others. She is located in our Headquarters Office.

Leigh van Zon, Supervisory EEO Investigator/Director of Special Projects—Leigh has a B.S. degree in Communications (cum laude) from Southwest Missouri State University and a J.D. degree from the University of Missouri School of Law. Leigh is licensed to practice law in the states of Missouri and Kansas. After working in litigation for several years, Leigh came to Resolution Services, LLC, as an EEO Investigator and FAD writer. She has held that position since 2002. In January of 2012, she became a Supervisory EEO Investigator. She is located in Kansas City.

Wallace H. Cheney, Supervisory EEO Investigator—Wally has a B.A. degree in Political Science from Emory University and a J.D. degree (cum laude) from the University of South Carolina School of Law. In addition, he holds a certificate in Federal Workplace Mediation and Conflict Resolution from George Mason University. Wally is an attorney licensed in South Carolina. He has worked for Resolution Services, LLC, as an EEO Investigator, EEO Counselor, mediator, and trainer since January of 2001. Wally previously served as the General Counsel to the Federal Bureau of Prisons, U.S. Department of Justice, prior to his federal retirement. Wally is located in Lancaster, PA.

Paul C. Lillios, Senior EEO Investigator / Ethics & Compliance Officer—Paul has a B.A. degree from the University of Iowa and a J.D. degree from Creighton University School of Law. He is licensed to practice law in Illinois and Iowa, and is a Certified Ethics and Compliance Professional. Paul retired from the federal government with an impressive career that included service as an Assistant U.S. Attorney, Senior Advisor on Disability Fraud, Office of Inspector General, and in his final position, as the Associate Chief Administrative Law Judge of the U.S. Social Security Administration. After working for two years as a partner in a large law firm, Paul joined Resolution Services, LLC in 2016 and is located in the greater Chicago area.

Jennifer Skeel, Supervisory Training EEO Investigator/Counselor—Jennifer has an Associate Degree from Ivy Tech Community College and is retired from the Federal Bureau of Prisons. She has 25 years of federal Human Resources and EEO experience and has worked as an investigator since September 2008. Jennifer came to Resolution Services, LLC in April 2010 as a Senior Investigator and also serves as an EEO Counselor. She is located in West Central Indiana.

Tom Wooten, Supervisory EEO Investigator—Tom has a B.S. in Sociology and an M.A. in Criminology from Sam Houston State University. He also has an M.P.A. degree from the University of Southern California. He is retired from the U.S. Department of Justice where he worked as a federal prison Warden. He has been an EEO Investigator with our firm since 2002. He is currently located in Mississippi.

Lauri S. Bledsoe, Senior EEO Investigator / Supervisory EEO Counselor—Lauri has a B.A. In Comparative Area Studies and Spanish from Duke University and a J.D. Degree from the University of Kansas. After teaching Spanish and working in litigation, Lauri came to Resolution Services, LLC, in 2000 as an EEO Investigator, EEO Counselor and trainer. She left in 2008 and returned to Resolution Services in 2012. In 2018, she became a Supervisory EEO Counselor. She is located in Kansas City.

Chala Roberts-Fife, Case Documents Manager—Chala has a B.A. degree in French with a Minor in Women’s Studies. She has extensive proof-reading and administrative experience, having worked in the title insurance industry for 10 years. Chala has been with Resolution Services since 2013. She is located in our Headquarters Office.

Kelsie Middaugh, Case Documents Specialist—Kelsie has a B.A. degree in English with a Minor in Dance. She holds a Graduate Certificate in Publishing. Kelsie came to Resolution Services in January of 2020 and works in our Headquarters Office.

Cheryl Abney, Executive Assistant— Cheryl has a Bachelor of Arts degree in Speech Pathology and Audiology. She came to Resolution Services in June 2019 after working in a law firm for 20 years as a Legal Assistant. She assists the President with running the home office and serves as a liaison to both the Resolution Services staff members and to the clients on behalf of the President. She works in our Headquarters Office.

Field Staff

Stephannie Arrington, EEO Investigator—tephannie has a B.S. degree in Political Science (magna cum laude) with a concentration in Legal Studies from Austin Peay University. Stephannie worked as a paralegal for the Department of Children’s Services General Counsel before joining Resolution Services, LLC in 2021. She resides in middle Tennessee.

Sandra Aycock, Senior EEO Investigator—Sandra came to Resolution Services as a certified EEO Investigator in 2020 after retiring from a 31-year career with the Federal Bureau of Prisons in Human Resources, where she last served as the Human Resource Administrator for the Western Region. Prior to this, she held positions of increasing responsibility as HR Background & Security Specialist, AHRM, HRM, and Deputy Chief of Processing. She is located in Texas.

Daniel J. Cabot, Senior EEO Investigator—Daniel is retired from the EEOC where he last served as a Field Office Director for the Cleveland Field Office from 2006-2012. He also served for two terms as the Chair of the Cleveland Federal Executive Board. Daniel has a B.S. in English and M.S. In Urban Studies from Cleveland State University, and is a member of the Federal Executive Institute's class of 2011. He has worked with Resolution Services, LLC since January 2013 as a Senior EEO Investigator. Dan is located in the Cleveland area.

Shirley Cain, Senior EEO Investigator—Shirley recently retired from the Federal Bureau of Prisons after 21 years of employment. She has 18 years of Federal Human Resources and EEO experience, with 5 years as a Human Resources Manager. Shirley came to Resolution Services, LLC in August 2019 as an Investigator. She is located in Eastern Tennessee.

Gail D. Cober, Senior EEO Investigator—Gail came to Resolution Services in 2020 after retiring from the EEOC where she last served as the Director of the Detroit Field Office from 2006 – 2019. She has a BA in Public Affairs from Wayne State University, a J.D. from Wayne State University Law School, and she is a member of the State Bar of Michigan. Gail began her career with the EEOC as a Trial Attorney in 1989 and became part of the Detroit Office’s management team in 1993, overseeing the investigative operations of the Detroit Office, prior to becoming Field Director. She also served as an Administrative Judge. She is located in Michigan.

Michelle T. Fuseyamore, Senior EEO Investigator—Michelle earned her B.A. from Vassar College, her J.D. from Northeastern University and she is licensed to practice law in Michigan. Michelle retired from the Federal Bureau of Prisons in 2016 after 20 years of federal service. During her tenure, Michelle was Mid-Atlantic Regional Counsel, and Senior Counsel at a BOP medical facility in Butner, North Carolina, and also served as Senior Counsel at the Metropolitan Correctional Center in Chicago, Illinois. Prior to working for the BOP, Michelle was a General Counsel of the Massachusetts Parole Board. Michelle joined our firm in 2017 and she is located in the Detroit metropolitan area.

Amy Gerdts, EEO Investigator—Amy received her EEO Investigator certification in 2019, and began working with Resolution Services, LLC the following January. She retired from a 21-year career in the Bureau of Prisons, Department of Justice, where she worked in the Human Resources Department for 15 years. Amy is located in Rochester, Minnesota.

Iceola Gillom, Senior EEO Investigator—Iceola has a B.S. degree in Institutional Dietetics from the University of Arkansas and is retired from the Department of Veterans Affairs, where she worked as an EEO Counselor and EEO Investigator since 1998. Iceola has served as an EEO Investigator for Resolution Services, LLC, since 2008. She is located in the Kansas City, KS, metropolitan area.

Ann Halferty, Senior EEO Investigator/EEO Counselor—Ann has a B.S. in Journalism and Mass Communications from Kansas State University and a J.D. from Washburn University School of Law. She is licensed to practice law in the State of Kansas. Ann worked at the Kansas Department of Revenue, handling employment law matters, prior to becoming the General Counsel for the Kansas Health Policy Authority. She then became the Assistant General Counsel for the Kansas State Board of Healing Arts. Ann has represented the State of Kansas before the Kansas Human Rights Commission and the Kansas State Civil Service Board. Ann also mediated a wide variety of civil cases when she served as a Kansas Supreme Court Certified Mediator from 2003 to 2008. She joined our firm in 2017. Ann is located in Lawrence, Kansas.

Brad Hallwig, Senior EEO Investigator—Brad has a B.A. from The Johns Hopkins University and a J.D. from the University of Maryland School of Law. After working for thirty-five years in private law practice, Brad joined our firm in 2014 as an EEO Investigator. His prior experience in litigation served as an excellent background for his ability to conduct thorough investigations. He is located in Texas.

Madge Haven, Senior EEO Investigator—Madge has a B.S. Degree in Education and a M.S. Degree in Exercise Physiology, both from Michigan State University. Madge previously worked for several Associations in the Washington, D.C. area in the position of Education Manager; taught Middle School Science in the Washington D.C. area and administered an NIH cancer research grant for the Medical School at Michigan State University. Madge has been with Resolution Services, LLC since December 2012. She is located in Florida.

Dawn Hellickson, EEO Investigator—Dawn came to Resolution Services as a certified EEO Investigator in 2017 after a 33-year career working for the federal government. She spent 31 years in Human Resources. She worked as a Human Resource Manager for some of the most complicated federal prisons in the Department of Justice, including opening two United States Penitentiaries. Dawn has significant experience and training in ADR, Labor Management Relations, Leadership Development, Staffing/Recruiting, Hiring/Retention, Performance Management, HR Audits, and Benefits. She is located in southeastern Minnesota.

Angela Hussein, Senior EEO Investigator/Counselor—Angela has B.S. degrees in Criminal Justice and in Psychology.  She worked as a Special Agent with a Federal Law Enforcement Agency for approximately eight years.  Angela worked as an EEO Investigator and Counselor with the DOI, BLM for approximately two years and as a contract EEO Investigator/Counselor/Misconduct Investigator for over 25 years.  In addition, she is currently a licensed Private Investigator in the State of Colorado. She is located in Denver, Colorado. Angela has been with Resolution Services, LLC for over a year.

David Jenchura, Senior EEO Investigator—David has a B.A. degree in Business Administration and Economics from the University of Pittsburgh and is retired from the Federal Bureau of Investigation. Previously, David conducted EEO investigations for the FBI from 1999 to 2008. Prior to that, he served as a Special Agent conducting investigations into political corruption, white-collar crime, fraud, and served in a supervisory role. David came to Resolution Services, LLC, in 2009 and lives in New Jersey.

Charlene Jones, Senior EEO Investigator—Charlene has a B.A. (magna cum laude), from Ohio Wesleyan University and an M.S. From Johns Hopkins School of Hygiene and Public Health and holds a certificate in Dietetics from Duke University. Charlene is retired from the U.S. Department of Veterans Affairs where she worked in EEO since 1998 as an Administrative Officer, EEO Specialist, EEO Investigator, EEO Counselor, and a Program Analyst. Prior to that time, she worked for five years in Human Resources, and as an Administrative Dietitian and Clinical Section Chief for Dietetics. She came to Resolution Services, LLC as a Senior EEO Investigator in 2011. Charlene is located in Georgia at Reynolds Lake Oconee.

Chester Kleinman, Senior EEO Investigator / FAD Writer—Chet has a B.S. degree from The City College of New York, an M.P.A. degree from Baruch College of The City University of New York, and a J.D. degree from the University of Baltimore School of Law. He is an attorney licensed in the State of Maryland and the U.S. Supreme Court. Chet joined us after retiring from the Social Security Administration as a Senior EEO Policy Advisor and Center Director for EEO Policy in the Office for Civil Rights and Equal Opportunity. Prior to working at the SSA, he worked for 21 years at the Equal Employment Opportunity Commission in various attorney and management positions and 14 years at the Internal Revenue Service, six of which were as an EEO Specialist. Chet is located in the greater Baltimore-Washington area.

Amy Komrska, Senior EEO Investigator/EEO Counselor—Amy earned her Paralegal degree from Southwestern Illinois College and her B.A. degree in Business Administration/Human Resources from McKendree University. Amy worked as an Estate Planning, Probate and Trust Administration paralegal for five years before joining Resolution Services, LLC in July 2017. She is located in Illinois.

Jean Olerud, Senior EEO Investigator—Jean studied business at St. Cloud State University in Minnesota and is retired from the banking and mortgage industry. She has worked as an EEO investigator with Resolution Services, LLC since 2006 and is located in Phoenix, Arizona.

John Olerud, Senior EEO Investigator—John has a B.S. degree in Accounting and Business Administration from Moorhead State University and is retired from the U.S. Department of Agriculture, National Appeals Division with 36 plus years of service. He served as an Adjudicator from 1988 to 2000 when he became a Regional Manager for the Western United States within the National Appeals Division until his retirement in 2005. He has worked as an EEO Investigator with Resolution Services, LLC since May 2006. He is located in Phoenix, AZ.

Michael Pybas, Senior EEO Investigator—Michael has a B.A. from Drury University (summa cum laude) in History and Political Science and J.D. degree from University of Oklahoma College of Law. Michael is an attorney, licensed in the State of Oklahoma. Michael is retired from his government attorney position and has worked with our firm since January of 2008. He lives in Florida.

Mina Raskin, Senior EEO Investigator / Mediation Coordinator—Mina has a B.A. degree from the University of Pennsylvania, and J.D. and LLM degrees from the Georgetown University Law Center. She is licensed to practice law in Washington, DC and Pennsylvania. Mina retired from the federal government after a 30 year career with the Bureau of Prisons in which 20 of her years were spent as the EEO Officer. At the Bureau, she created the agency wide ADR and Diversity programs. Mina has served as an adjunct law professor teaching Mediation Advocacy at Catholic Law School. Mina has mediated hundreds of workplace disputes through the federal government’s shared neutrals program and both the Washington, DC and Philadelphia District Offices of the EEOC. Mina has provided training to hundreds of government employees in conflict resolution skills, communication skills and Civil Treatment for Managers. Mina serves on the American Arbitration Association’s panel for Consumer Disputes, the CPR Panel of Distinguished Neutrals for the International Institute for Conflict Prevention and Resolution, and is a CEDR (Center for Effective Dispute Resolution) Accredited Mediator.

William Roman, Senior EEO Investigator—Billy has a B.S. degree in Business Administration from Bethel College and a J.D. degree from Washburn University Law School. He has worked as an EEO Investigator for Resolution Services, LLC, since our firm began in 2000. He is located in Kansas City, KS.

John Rowe, Senior EEO Investigator—John holds a B.A. in Psychology from Wheaton College and an M.S.W. (with honors) from the University of Illinois. He is retired from the Federal Bureau of Prisons where he worked in Human Resources and executive management. He has worked at Resolution Services, LLC, since 2002 as a Senior EEO Investigator and a Human Resource Consultant. He is located in Pennsylvania.

Susan Ryan, Senior EEO Investigator/EEO Counselor—Susan is retired from the U.S. Equal Employment Opportunity Commission, where she last served as a Program Analyst at EEOC’s Headquarters in Washington, DC. She also worked as an Investigator and Supervisory Investigator in EEOC’s Louisville, KY, Area Office. In addition to her Supervisory Investigator and Program Analyst duties, Susan was a trainer for new Investigators, and on various aspects of investigative procedures. Susan has been an EEO Investigator with Resolution Services since 2014, and is currently located in Louisville, KY.

Wayne Stephens, Senior EEO Investigator / EEO Counselor—Wayne completed his undergraduate and graduate work at the University of Florida and University of North Florida. Wayne is a retired federal employee with 37 years of combined service with the DOD, Department of Veterans Affairs Healthcare System and Department of Health and Human Services' Centers for Disease Control and Prevention (CDC). Wayne has more than 18 years experience as an EEO Investigator and EEO Counselor. He is located in north Georgia.

Carol Storey, Senior EEO Investigator/EEO Counselor—Carol is retired from the Department of Veterans Affairs, where she was an EEO Investigator and mediator. She worked for the Department of the Army for over 26 years in a variety of positions. She has worked at all levels of the EEO process, including EEO Specialist, EEO Counselor, EEO Investigator, Diversity Trainer, and Civil Rights Officer. She is also a certified mediator and is located in Texarkana, Texas.

Sue Thorson, Senior EEO Investigator—Sue has a B.A. Degree in English Literature from Dan Kook University, a certificate in Social Work from UCLA, and an M.P.A. Degree from Pepperdine University. She is retired from the Department of Veterans Affairs (VA), Office of Resolution Management (ORM), where she made acceptability determinations on EEO claims; she assigned cases and reviewed EEO investigators’ investigative work as an EEO Team Leader. She had previously worked for the VA as an Human Resources Manager. Sue also is a Certified Mediator, having mediated hundreds of workplace disputes for federal agencies. Sue has worked as a Senior EEO Investigator with Resolution Services, LLC, since April 2007. Sue is located in Albuquerque, New Mexico.

Casey Wagner, Senior EEO Investigator—Casey came to Resolution Services as a certified EEO Investigator in 2019 after a 26-year career working in Human Resources for the Federal Bureau of Prisons. She worked in four locations to include two institutions as well as the Bureau of Prisons’ two staff training centers. Casey has significant experience and training in ADR, Labor Management Relations, Staff Training and Development, Affirmative Action, Mediation, Staffing/Recruiting, Hiring/Retention, Performance Management, HR Audits, and Benefits. She is located in Northern Colorado.

Clark Williams, Senior EEO Investigator—Clark has a B.A. in Journalism from Georgia State University and an Associate of Arts Degree in Business from Santa Fe Community College. Clark began working with Resolution Services, LLC, in 2019 and is currently located in Southern California.

Norma Wooten, Senior EEO Investigator / EEO Counselor—Norma has a B.A. degree in Elementary Education from Sam Houston State University and has been with Resolution Services, LLC, as an EEO Investigator since our firm’s organization in 2000. She is located in Florida.
