Amy Risley, Owner/Founder/President — Amy has a B.A. in English and a J.D., both from University of Kansas. Amy is licensed to practice law in the states of Kansas and Missouri, and worked previously as a federal government attorney in Washington, DC, handling EEO complaints at hearing before the EEOC and unfair labor practice charges before the Federal Labor Relations Authority. Amy is a published author and has trained thousands of EEO Investigators, EEO Counselors, and managers on a wide variety of EEO issues through various seminars such as the Federal Dispute Resolution Conference, EEOC’s Excel Conference, and others. She is located in our Headquarters Office.

Leigh van Zon, Supervisory Investigator/Director of Special Projects — Leigh has a B.S. in Communications (cum laude) from Southwest Missouri State University and a J.D. from the University of Missouri School of Law. Leigh is licensed to practice law in the states of Kansas and Missouri. After working in litigation for several years, Leigh came to Resolution Services, LLC, in 2002 as an EEO Investigator, FAD Writer, and Trainer. In January of 2012, she became the Director of Special Projects and has handled many high profile, complex cases. She is located in Kansas.

Wallace Cheney, Supervisory Investigator — Wally has a B.A. in Political Science from Emory University and a J.D. (cum laude) from the University of South Carolina School of Law. In addition, he holds a certificate in Federal Workplace Mediation and Conflict Resolution from George Mason University. Wally is an attorney licensed in South Carolina. Wally previously served as the General Counsel to the Federal Bureau of Prisons, U.S. Department of Justice, prior to his federal retirement. He has worked for Resolution Services, LLC, as an EEO Investigator, EEO Counselor, Mediator, and Trainer since January of 2001. He is located in Pennsylvania.

Charlene Jones, Supervisory Investigator/EEO Counselor — Charlene has a B.A. (magna cum laude), from Ohio Wesleyan University and an M.S. from John Hopkins School of Hygiene and Public Health. Charlene holds a certificate in Dietetics from Duke University. Charlene is retired from the U.S. Department of Veterans Affairs where she worked in EEO for thirteen years as an Administrative Officer, EEO Specialist, EEO Investigator, EEO Counselor, and Program Analyst. Prior to that time, she worked for five years in Human Resources and as an Administrative Dietitian and Clinical Section Chief for Dietetics. She came to Resolution Services, LLC, as a Senior Investigator in 2011. She is located in Georgia.

Paul Lillios, Supervisory Investigator/Ethics Officer — Paul has a B.A. in Political Science and Sociology from the University of Iowa and a J.D. from Creighton University School of Law. Paul is licensed to practice law in Illinois and Iowa. He served as an Assistant United States Attorney for the Department of Justice for over 10 years and went on to work for the United States Social Security Administration in the Chicago area where he served as the Associate Chief Administrative Law Judge. In addition, he worked as a Senior Advisor to the Office of Inspector General. After serving as a law partner for a litigation firm, Paul joined Resolution Services, LLC, as a Senior Investigator in 2016. He serves as the Supervisory Investigator over administrative investigations and is also the Ethics Officer. He is located in Illinois.

Jennifer Skeel, Supervisory EEO Counselor — Jennifer has an Associate from Ivy Tech Community College and is retired from the Federal Bureau of Prisons. She has 25 years of Federal Human Resources and 16 years of EEO experience and has worked as an Investigator and EEO Counselor since September 2008. Jennifer came to Resolution Services, LLC, in April 2010. She is located in Kentucky.

Tom Wooten, Supervisory Investigator — Tom has a B.S. in Sociology and an M.A. in Criminology from Sam Houston State University. He also has an M.P.A. from the University of Southern California. He is retired from the U.S. Department of Justice where he worked as a Federal Prison Warden. He has been with our firm since 2002. He is located in Mississippi.

Chala Roberts-Fife, Case Documents Manager — Chala has a B.A. in French with a Minor in Women’s Studies from University of Kansas. She has extensive proof-reading and administrative experience, having worked in the title industry for over 10 years. Chala has been with Resolution Services, LLC, since 2013. She is located in our Headquarters Office.

Jennifer Forth, Case Documents Specialist — Jennifer has a B.A. in French (magna cum laude) from Niagara University and an Ed.M TESOL from the State University of New York at Buffalo. She has over ten years of editing experience, and has served as an Adjunct Assistant Professor in the English and Journalism Division at Johnson County Community College. She has been with Resolution Services, LLC, since 2022. She is located in our Headquarters Office.

Sydney Tosses, Case Documents Specialist — Sydney has a B.A. in Philosophy from the University of Missouri-Kansas City. She has over four years of editing and administrative experience, having worked in the industry since graduating. She has been with Resolution Services, LLC, since 2024. She is located in our Headquarters Office.

Cheryl Abney, Executive Assistant — Cheryl has a B.A. in Speech Pathology and Audiology from University of California. She came to our firm after working for 20 years as a Legal Assistant. She assists the President with running the home office and serves as a liaison to both the Resolution Services staff members and clients on behalf of the President. She has been with Resolution Services, LLC, since 2019. She is located in our Headquarters Office.

Field Staff

Desirée Alleyne, Senior Investigator — Desirée has a B.S. in Business Management from Virginia State University and an M.B.A. in Human Resources Leadership from Jack Welch Management Institute at Strayer University. She served as an Investigator for the EEOC Office of Field Programs, Collateral Duty Trainer, and Lead Outreach and Education Coordinator for the Memphis District for over 20 years. She has been with Resolution Services, LLC, since 2023. She is located in Virginia.

Stephannie Arrington, Senior Investigator/EEO Counselor — Stephannie has a B.S. in Political Science (magna cum laude) with a concentration in Legal Studies from Austin Peay University. Stephannie worked as a Paralegal for the Department of Children’s Services General Counsel before joining Resolution Services, LLC, in 2021. She is located in Tennessee.

Daniel Cabot, Senior Investigator/EEO Counselor — Daniel has a B.S. in English, an M.S. in Urban Studies from the Cleveland State University, and is a member of the Federal Executive Institute’s class of 2011. Daniel is retired from the EEOC where he last served as a Field Office Director for the Cleveland Field Office from 2006-2012. He also served two terms as the Chair of the Cleveland Federal Executive Board. He has worked with Resolution Services, LLC, since January 2013 as a Senior Investigator and EEO Counselor. He is located in Ohio.

Shirley Cain, Senior Investigator — Shirley retired from the Federal Bureau of Prisons in 2018 after 21 years of employment. She has 18 years of Federal Human Resources and EEO experience, with five years as a Human Resources Manager. Shirley came to Resolution Services, LLC, in August 2019 as an Investigator. She is located in Tennessee.

Gillian Casstevens, Senior EEO Counselor — Gillian came to our firm with experience in Human Resources as a Human Resource Specialist and Manager for the Federal Bureau of Prisons for over ten years. She then worked as an EEO Counselor for the Federal Bureau of Prisons for five years. Gillian joined Resolution Services, LLC, in 2021, as a Senior EEO Counselor. She is located in South Carolina.

Jean Conner, Senior Investigator — Jean came to our firm with over 20 years of field experience as a Paralegal Specialist working on many Civil Rights cases with the United States Attorney’s Office. She also worked as a collateral duty EEO Investigator with the Executive Office of U.S. Attorneys. Jean has served as an EEO Investigator for Resolution Services, LLC, since 2023. She is located in Iowa.

Natosha Farrell, Senior Investigator — Natosha has a B.S. in History from Excelsior College and an M.Ed. From East Central University of Oklahoma. She has worked in the EEO field since 2010. She served as an Equal Opportunity Specialist at the Department of Education and became a certified EEO Investigator in 2013. Natosha has been with Resolution Services, LLC, as an Investigator since 2022. She is located in Texas.

Debra Finney, Senior Investigator/EEO Counselor — Debra came to Resolution Services as a certified Investigator and has extensive experience working as the Lead Outreach and Education Coordinator in the Equal Employment Opportunity Commission office in the Memphis District. She worked as a contract trainer for the Office of Federal Operations and has worked as an EEO Investigator since 2022. Debra joined Resolution Services, LLC, in 2023. She is located in Arkansas.

Michelle Fuseyamore, Senior Investigator — Michelle earned her B.A. from Vassar College and her J.D. from Northeastern University. She is licensed to practice law in Michigan. Michelle retired from the Federal Bureau of Prisons in 2016 after 20 years of federal service. During her tenure, Michelle was Mid-Atlantic Regional Counsel, Senior Counsel at a BOP medical facility in Butner, North Carolina, and also served as Senior Counsel at the Metropolitan Correctional Center in Chicago, Illinois. Prior to working for the BOP, Michelle was a General Counsel of the Massachusetts Parole Board. Michelle joined Resolution Services, LLC, in 2017. She is located in Michigan.

Iceola Gillom, Senior Investigator — Iceola has a B.S. in Institutional Dietetics from the University of Arkansas and is retired from the Department of the Veterans Affairs where she worked as an EEO Counselor and EEO Investigator since 1998. Iceola has served as an EEO Investigator for Resolution Services, LLC, since 2008. She is located in Kansas.

Tony Griffin, Senior EEO Counselor — Tony has a B.A. in Criminal Justice from Indiana University. He worked as a Human Resource Specialist for the Federal Bureau of Prisons for five years, then went on to work for the Department of Justice as an EEO Investigator/Counselor for the rest of his federal career. After retiring from the federal government in 2022, Tony joined Resolution Services, LLC, as a Senior EEO Counselor. He is located in North Carolina.

Michelle Hagerich, Senior Investigator — Michelle has a B.A. in Elementary/Intermediate Education and an M.Ed. in Administration and Supervision from McNeese State University. She serves as a Mentor/Master Teacher for a School Board. She has prior extensive experience as an Equal Opportunity Advisor and Program Manager, and retired as the Assistant Chief of Human Resources in the Army Reserve. Michelle joined Resolution Services, LLC, as a Senior Investigator in 2022. She is located in Texas.

Brad Hallwig, Senior Investigator — Brad has a B.A. from the John Hopkins University and a J.D. from the University of Maryland School of Law. After working for 35 years in private law practice, Brad joined our firm in 2014 as an EEO Investigator. His prior experience in litigation served as an excellent background for his ability to conduct thorough investigations. He is located in Texas.

Elizabeth Harris, Senior Investigator — Elizabeth has a B.S. in Forensic Psychology, Criminology, and Social Deviance from Notre Dame University of Maryland. She previously served in a number of positions for the National Security Agency. Elizabeth joined Resolution Services, LLC, as a Senior Investigator in 2023. She is located in Florida.

Dawn Hellickson, Senior Investigator — Dawn came to Resolution Services, LLC as a certified EEO Investigator in 2017 after 33 years working for the federal government. She spent 31 years in Human Resources. She worked as a Human Resource Manager for some of the most complex federal prisons in the Department of Justice, including opening two United States Penitentiaries. Dawn has significant experience and training in ADR, Labor Management Relations, Leadership Development, staffing/recruiting, hiring/retention, Performance Management, HR audits, and benefits. Dawn joined Resolution Services, LLC, a Senior Investigator in 2017. She is located in Minnesota.

Angela Hussein, Senior Investigator/Counselor — Angela has a B.S. with Honors in Criminal Justice and Minors in Psychology and Sociology from Tennessee State University. She worked as a Special Agent with the federal government for approximately eight years. Angela worked as an EEO Investigator and Counselor with the Department of the Interior, Bureau of Land Management for approximately two years then as a contract Investigator and EEO Counselor for over 25 years. Angela came to Resolution Services, LLC, as a Senior Investigator in 2017. She is located in Colorado.

David Jenchura, Senior Investigator — David has a B.A. in Business Administration and Economics from the University of Pittsburgh and is retired from the Federal Bureau of Investigation (FBI). Previously, David conducted EEO investigations for the FBI from 1999 to 2008. Prior to that, he served as a Special Agent conducting investigations into political corruption, white-color crime, fraud, and served in a supervisory role. David came to Resolution Services, LLC, in 2009. He is located in New Jersey.

Leslie (Les) Jennings, Senior Investigator — Les has a certification in Computer Information Technology from University of Maryland, and has extensive experience in the Investigation/Counseling field. He has worked as a certified EEO Investigator for over 15 years. Les joined Resolution Services, LLC, as a Senior Investigator in 2024. He is located in North Carolina.

Lashanda Kelly, Senior Investigator — Lashanda has a B.A. in Human Services from Spelman College and a Master of Management/Public Administration from University of Phoenix. She has worked as a certified EEO Investigator since 2017. Lashanda joined Resolution Services, LLC, as a Senior Investigator in 2022. She is located in Georgia.

Chester Kleinman, Senior Investigator — Chet has a B.S. from The City College of New York, an M.P.A. from Baruch College of the City University of New York, and a J.D. from the University of Baltimore School of Law. He is an attorney licensed in Maryland and the U.S. Supreme Court. Chet joined us after retiring from the Social Security Administration as a Senior EEO Policy Advisor and Center Director for EEO Policy in the Office for Civil Rights and Equal Opportunity. Prior to working at the SSA, he worked for 21 years at the Equal Employment Opportunity Commission in various attorney and management positions, along with 14 years at the Internal Revenue Service, six of which were as an EEO Specialist. Chet came to Resolution Services, LLC, in 2010. He is located in Maryland.

Amy Komrska, Senior Investigator/EEO Counselor — Amy has a B.A. in Business Administration/Human Resources from McKendree University and an Associates in Applied Sciences in Paralegal Studies from Southwestern Illinois College. Amy worked as a Paralegal for five years before joining Resolution Services, LLC, in 2017. She is located in Illinois.

Ronald Niemann, Senior EEO Counselor — Ronald (Ron) has a B.S. degree from the University of Texas at Austin. Ron joined our firm after retiring from the federal government after working extensively in EEO. He served as an Equal Employment Specialist in Washington, DC, for over 10 years for the Transportation Security Administration. He then served as a Civil Rights Program Manager for the U.S. Department of Interior. Ron joined Resolution Services, LLC, as an EEO Counselor in 2023. He is located in Delaware.

Keith O’Neal, Senior Investigator/EEO Counselor — Keith has a B.A. in Human Relations from Salem College. Keith worked as a Human Resource Manager for over 30 years prior to his federal retirement. Keith joined Resolution Services, LLC, as a Senior Investigator and EEO Counselor in 2006. He is located in Indiana.

John Olerud, Senior Investigator — John has a B.S. in Accounting and Business Administration from Moorhead State University and is retired from the U.S. Department of Agriculture, National Appeals Division with 36 years of service. He served as an Adjudicator from 1988 to 2000 when he became a Regional Manager for the Western United States within the National Appeals Division until his retirement in 2005. He has worked as an EEO Investigator with Resolution Services, LLC, since May 2006. He is located in Arizona.

Dee Pemberton, Senior Investigator — Dee has an Associates of Science in the Administration of Justice from Cerro Coso Junior College. Dee worked for the Bureau of Prisons for over 20 years, with extensive experience in the field of Human Resource Management, including as a Senior Regional Human Resource Specialist. Dee joined Resolution Services, LLC, in 2022. She is located in California.

Michael Pybas, Senior Investigator — Michael has a B.A. from Drury University (summa cum laude) in History and Political Science and a J.D. from University of Oklahoma College of Law. Michael is an attorney licensed in Oklahoma. Michael worked as an attorney for the U.S. Department of Justice for 15 years. Upon his federal retirement in 2008, he came to work at Resolution Services, LLC. He is located in Oklahoma.

Mina Raskin, Senior Investigator/Mediator — Mina has a B.A. in Economics (cum laude) and a Minor in Mathematics from the University of Pennsylvania, and a J.D., and an LL.M. from Georgetown University Law Center. She is licensed to practice law in Washington, DC, and Pennsylvania. Mina retired from the federal government after a 30-year career with the Bureau of Prisons in which 20 of her years were spent as the EEO Officer. At the Bureau, she created the Agency wide ADR and Diversity programs. Mina has served as an Adjunct Law Professor teaching mediation Advocacy at the Catholic University Law School. Mina has mediated hundreds of workplace disputes through the federal government’s shared Neutrals Program and both Washington, DC, and Philadelphia District Offices of the EEOC. Mina has provided training to hundreds of government employees in conflict resolution skills, communication skills, and Civil Treatment for Managers. Mina serves on the American Arbitration Association’s panel for Consumer Disputes, the CPR Panel of Distinguished neutrals for the International Institute for Conflict Prevention and Resolution, and is a CEDR (Center for Effective Dispute Resolution) Accredited Mediator. Mina joined Resolution Services, LLC, in 2021. She is located in Virginia.

William Roman, Senior Investigator — Billy has a B.S. in Business Administration from Bethel College and a J.D. from Washburn University Law School. He has worked as an EEO Investigator for Resolution Services, LLC, since our firm began in 2000. He is located in Kansas.

John Rowe, Senior Investigator — John has a B.A. in Psychology from Wheaton College and an M.S.W. with Honors from the University of Illinois. He is retired from the Federal Bureau of Prisons where he worked in Human Resources and executive management. He has worked at Resolution Services, LLC, since 2002 as a Senior EEO Investigator and a Human Resource Consultant. He is located in Pennsylvania.

Susan Ryan, Senior Investigator/Counselor — Susan is retired from the U.S. Equal Employment Opportunity Commission where she served as a Program Analyst at EEOC’s Headquarters in Washington, DC. She also worked as a Supervisory Investigator in EEOC’s Louisville, KY, office. In addition, Susan was a trainer for new Investigators and on various aspects of investigative procedures. Susan has been an EEO Investigator with Resolution Services, LLC, since 2014. She is located in Kentucky.

Wayne Stephens, Senior Investigator — Wayne has a B.S. from University of Florida, an M.S. from University of North Florida, and a Ph.D. in Public Health Management from Columbia University. Wayne is a retired federal employee with 37 years of combined service with the DOD, Department of Veterans Affairs Healthcare System, and Department of Health and Human Services Centers for Disease Control and Prevention. Wayne has more than 18 years of experience as an EEO Investigator. He has been with Resolution Services, LLC, since 2013. He is located in Georgia.

Maggie Tams, Senior Investigator — Maggie joined our firm in 2024 after working for another EEO firm for six years. Prior to that time, she worked in project management for a logistics company and served as an Executive Assistant for her Chamber of Commerce. She is located in Alabama.

Jaclyn Van Natta, Senior Investigator — Jaclyn has a B.S. in Environmental Science from California Polytechnic State University and a J.D. from Alexander Blewett III School of law. She a member of both the Montana and Texas State Bar. After a year of working as a Legal Intern, Jaclyn went on to work in Employee Relations and served as a Title IX Investigator at the University of Montana. Jaclyn joined Resolution Services, LLC, as a Senior Investigator in 2023. She is located in Hawaii.

Casey Wagner, Senior Investigator/EEO Counselor — Casey came to our firm as a certified EEO Investigator after a 26-year career working in Human Resources for the Federal Bureau of Prisons. She worked in four locations to include two institutions, as well as two staff training centers. Casey has significant experience and training in ADR, Labor Management Relations, Staff Training and Development, Affirmative Actions, mediation, staff/recruiting, hiring/retention, performance management, HR audits, and benefits. She has been with Resolution Services, LLC, since 2019. She is located in Colorado.

Clark Williams, Senior Investigator/Counselor — Clark has a B.A. in Journalism from Georgia State University and an Associate of Arts in Business from Santa Fe Community College. After over 10 years of experience in the EEO field, Clark began working with Resolution Services, LLC, in 2020. He is located in California.

Norma Wooten, Senior Investigator — Norma has a B.A. in Elementary Education from Sam Houston State University. She has been with Resolution Services, LLC, as an EEO Investigator since our firm’s inception in 2000. She is located in Mississippi.
